Regardless of where you call the United States from France, the process for doing so is the same: by entering the outgoing dialing code, country code, area code, and phone number.

Step 1. Press 00
This outgoing dialing code indicates that you are about to make an international call to the telephone operator.
Not all countries have the same outgoing dialing codes. However, the code "00" is used in Europe and some other countries. For example, if you are calling overseas from the United States, Canada, or another country that participates in the North American Numbering Plan, the outgoing dialing code you should use is 011
Step 2. Press 1
The number 1 is the universal United States country code. This means that you can use this code to call the United States from any country.
The number 1 can also be used to refer to countries that are part of the North American Numbering Plan
Step 3. Enter the 3-digit area code
This code is generally included when the phone number appears, or is also provided when you receive a phone number. If an area code is not provided, you may need to find the postal code of the person you want to call. There are sites on the internet that can help you find area codes by postal code.
- Mobile numbers in the US can be assigned to any area code. Generally, the cell phone area code indicates the area where cell phone service is started. However, a person can use a mobile number, including its area code, anywhere. So, the cell phone area code doesn't always match a person's geographic area.
- If you receive the area code 800, 877, 866, or 888, you are dialing a toll-free number. The phone number may be located in any part of the country, or be directed to an overseas call center.
Step 4. Enter the 7 digit phone number
Phone numbers in the US are 10 digits long, including the area code.
Check the world clock to make sure that the person you are calling can take the call

- Know the international call costs from the telephone operator. You may be charged a flat fee or a per minute fee.
