Porygon is a completely digital Pokémon. This Pokemon has a Conversion ability so you can customize your opponent's skills. To expand Porygon to Porygon2 requires a special object called Up-Grade, while to expand Porygon2 to Porygon-Z requires Dubious Disc. You can evolve Porygon starting from the 2nd generation Pokemon.

Method 1 of 2: Expanding Porygon to Porygon2
Step 1. Get Up-Grade
You must give this thing to Porygon to hold. When Porygon is traded while holding Up-Grade, Porygon will evolve into Porygon2. You can get Up-Grade in the 2nd generation (Gold, Silver, Crystal) and above.

Step 2. Complete the Porygon with an Up-Grade
Open the Pokemon menu and give Porygon an Up-Grade. Since you can usually only get one Up-Grade per game, make sure you equip it with the Porygon you want to evolve the most.
Step 3. Trade Porygon
Find a friend, or trade Porygon on yourself if you have two games. When a trade occurs, Porygon will evolve into Porygon2. You can later trade Porygon2 back into your game to use it.
Method 2 of 2: Expanding Porygon2 to Porygon-Z
Step 1. Get the Dubious Disc
You have to give this thing to Porygon2 to hold. When Porygon is traded while holding a Dubious Disc, Porygon will evolve into Porygon-Z. You can get Dubious Discs in the 4th generation (Diamond, Pearl, and Platinum) and above.
