A tie is a completely optional accessory in a semi-formal event. If you attend an event and want to look more dapper, wear a tie. Sometimes a tie is more appropriate for evening events. Choose a tie that is thin, simple, and don't wear a colorful pattern.

You must wear a shirt under a suit. Anything other than that will make your look too casual.
