Step 1. Prepare all required supplies
You should already have the Silver Bell from Kimono Girls in Ecruteak City. You'll also need a Silver Wing, and a Pokémon that can do Surf, Whirlpool, Waterfall, Rock Smash (optional), and Strength.
- Whirlpool Islands isn't well lit, so Flash is a pretty good option.
- Pokémon that have moves that change their state (such as Sleep, Paralysis, or Frozen) are also good options.
- Bring a large number of Ultra Balls.
- Make sure your Pokémon is level 40 or higher.
- Bring enough Repel with you so you don't have to fight other Pokémon along the way.
- Powerful Electric or Ice-type Pokémon can also help you.
Step 2. Visit Clanwood City
This location is located at the east end of Johto.
Step 3. Visit the Pokémon Center and then head north
Follow the shoreline until you reach the end of the stone wall.
Step 4. Use Surf to go to Whirl Islands
Head north until you find a wall or rock, then head east. Pass the first swimmer and keep moving east until you reach a wall or rock. Move south until you find Whirlpool.
Step 5. Use the Whirlpool motion to get through the whirlpool
You have to pass through a whirlpool to arrive at the Whirl Islands.
Step 6. Use Surf to go to the mouth of the cave
You have to go around the cave and use Surf to find the mouth of the cave to the north.
Step 7. Pass through the cave
Use the methods below to get through the cave:
- Use Flash to light the way.
- Move up then right.
- Keep moving right until you meet a wall.
- Move up and down the stairs.
- Move down and follow the path until you find a ladder on the right.
- Go down the stairs and then move down. Choose the path to the right.
- Keep moving down until you meet the old geezer.
Step 8. Use the Silver Wing to get past the old geezer
He will let you through if you have the Silver Wing.
Step 9. Move down and enter the cave with a big waterfall inside
There are some rare candies in this cave.
Step 10. Enter the cave at the bottom of the ramp
Kimono Girls will be in the cave. They will talk to you before doing the dance to bring up Lugia.
The battle will start in the cave. Therefore, save the progress of the game before starting it
Step 11. Use Surf to approach Lugia
Lugia was in the middle of the pond.
Step 12. Capture Lugia
Use Freeze and Sleep to make catching Lugia easier. Paralysis can also help, but the effect is not as good as Freeze and Sleep. Use as many Dusk Balls and Ultra Balls as you can. If you don't have it, use Dive Ball and Net Ball.
- Whenever possible, save as many potions and PP Ups as possible.
- Set up an Escape Rope so you can escape without having to go through the maze again. Heal your character and Pokemon first.
Tips
- Lugia is also in HeartGold, but he is level 70 and you have to visit Pewter City first.
- If you have a Master Ball, DO NOT use it on Lugia. Save the Master Ball for Mewwtwo in Cerutean Cave.
