Bagon is a Dragon-type Pokémon, so it can be a valuable addition to your Pokémon team. Bagon will evolve into Shelgon and Salamence, which are very powerful Pokémon and can even Mega Evolve in the latest versions of the Pokémon game. Bagon is hard to find in Pokémon Emerald, as Bagon can only be found at one point in the entire game. Once you know the location, you can catch as many Bagons as you want!

Part 1 of 3: Getting HM07 Waterfall
Step 1. Follow the storyline and get a Mind Badge
You need to complete most of the game's story before you can get Waterfall. Hidden Move Waterfall is required to access the location where Bagon can be found. Waterfall serves to take you to climb waterfalls that are found all over the world. You will get a Mind Badge from Mossdeep City.
Step 2. Face Team Aqua at the Seafloor Cavern
Once you get the Mind Badge, you can use the Dive skill while on the move. Use Dive to dive into the deep blue waters south of Mossdeep City to find the Seafloor Cavern.
Step 3. Continue walking through Route 126 until you reach Sootopolis City
If you've been to Sootopolis City, you can use Fly to get there quickly. Find Steven in the northern part of Sootopolis City.
Step 4. Go to Cave of Origin
You will be asked by Steven to find Wallace inside the Cave of Origin. Talk to Wallace, then choose the answer "SKY PILLAR".
Step 5. Head to the Sky Pillar and find Rayquaza at the top
You can go to Sky Pillar from Pacifidlog Town. Rayquaza will fly and go to Sootopolis City. Use Fly to follow him.
Step 6. Watch the events in Sootopolis City, then head to the Sootopolis Gym
You'll see Rayquaza fighting Groudon and Kyogre, then Rayquaza will fly away and leave. Talk to Steven outside the Sootopolis Gym, then talk to Wallace. Wallace will give HM07 as a token of gratitude for saving the city.
Step 7. Defeat Juan at Sootopolis Gym
Once you get Waterfall, you won't be able to use it outside of combat until you get the Rain Badge from Sootopolis Gym. Sootopolis Gym is the last Gym in the game, so make sure that you are ready for a tough fight. After getting the Rain Badge, you can use Waterfall to climb waterfalls around the world.
Part 2 of 3: Finding Bagon
Step 1. Go to Meteor Falls Cave
You've visited this cave before as you follow the storyline, so use Fly to go to Fallabor Town to get to Meteor Falls Cave quickly. This cave is located between Route 114 and Route 115.
Step 2. Use Surf after you enter the cave
After entering Meteor Falls Cave, you will find a pool of water. Walk north, then use Surf to cross the pond.
Step 3. Use HM07 Waterfall to climb up the large waterfall
Approach the waterfall, then press the "A" button to bring up a confirmation message to use Waterfall.
Step 4. Go into the cave above the waterfall
After climbing the waterfall, you will see a small land and cave entrance. Go down to the small land, then enter the cave.
Step 5. Walk north, then climb the ladder
Head to the right, then slightly up to find a ladder. Go down the stairs to reach the lower floor.
Step 6. Walk to the northwest of the cave, then climb the ladder
You will be challenged by a pair of Pokémon trainers. After defeating them, use the ladder to reach the top of the room.
Step 7. Jump over the small ravines and keep going to the left
The stairs you need to reach are in the lower left corner of the room. Jump over the small ravines, then keep going to the left to reach the stairs.
Step 8. Go down the ladder, then use Surf to cross the water
Walk to the north of the room, then descend to the small land with the cave entrance in front of it.
Step 9. Go into the cave, then use Surf to reach the top of the room
This room is long and narrow, and you have to use Surf to get through the water so you can cross from one side of the room to the other. Go down to the small land at the top of the room.
Step 10. Walk on the small piece of land until you meet Bagon
This tiny piece of dry land is the only area in the entire game where Bagon can be found. Bagon has a 20% chance of spawning when you encounter a wild Pokémon on the land, so you may have to fight a few times before you can find Bagon.
Part 3 of 3: Catching Bagon
Step 1. Use a Pokémon that has the False Swipe skill to reduce Bagon's blood
False Swipe is a great skill for catching Pokémon because it can reduce a Pokémon's health by 1, but will never kill a Pokémon. Farfetch'd, Scizor, and Nincada are some examples of Pokémon that will learn this skill as they level up, or you can use TM54 to teach other Pokémon this skill.
If you don't have a Pokémon that can use False Swipe, you can use an ordinary skill to reduce Bagon's blood as much as possible without killing him
Step 2. Use the Sleep or Paralyze status effect to trap Bagon
Moves that have a Sleep or Paralyze status effect will increase the Poké Ball's chances of capturing Bagon. There are plenty of Pokémon that can learn skills to effect Sleep or Paralyze, and chances are you already have one.
Step 3. Throw the Ultra Ball for the highest chance of catching Bagon
Ultra Balls are expensive, but Ultra Balls are more reliable at catching Bagon than other balls. If you've reduced Bagon's blood to 1 and Bagon has a Sleep or Paralyze status effect, any Poké Ball can be used to catch him.
