Step 1. Start Pokémon Emerald with Action Replay installed or using an emulator

The only way to get Mew in Pokémon Emerald is to cheat. Mew was shared in a special event in 2005, and it was only then that Mew was legally available. Since the special event is long over, you'll have to cheat to get the Mew.

Step 9. Enter the forest area above the island
