This wikiHow teaches you how to make calls to your cell phone over the internet. The only program that can do this for free is Google Hangouts, although you can also use Skype if you have a balance in your account.

Method 1 of 2: Google Hangouts
Step 1. Go to the Google Hangouts page
Go to https://hangouts.google.com/. A personal Hangouts page will open if you're signed in to your Google account.
If you are not logged in, click Sign in (login) in the upper right corner of the page, enter your email address, and click Next (next), enter the password, and click Sign in.
Step 2. Click the Phone Call icon
The phone-shaped icon in the middle of the page opens the Phone segment of Google Hangouts.
Most calls to cell phones in the United States and Canada are free of charge. Calls to mobile phones in other countries will be subject to certain rates
Step 3. Click New conversation
It's in the top-left corner of the page.
Step 4. Enter the phone number
Type in your phone number.
Step 5. Click Call
This option is below the box where you type a phone number. Click to open the registration/registration page if you haven't registered a phone number with Google Hangouts before. If you don't have a phone number registered with Hangouts yet, you'll be asked to verify it:
- Type phone number.
- Click Next.
- insert verification code (verification code).
- Click Verify.
- Click I accept.
- Click Proceed.
Step 6. Wait for the call to connect
The phone will start ringing within seconds of clicking the button call (calling).
Keep in mind that Hangouts numbers will appear as "Unknown" on your phone. If your phone is set to block unknown or annoying calls, it will not ring
Method 2 of 2: Skype
Step 1. Make sure you have Skype balance
Unlike Google Hangouts, Skype doesn't allow you to make non-international calls for free. If your Skype account doesn't have a balance, fill it up before calling.
Step 2. Go to the Skype web page
Go to https://web.skype.com/. Your Skype page will open when you are logged in to your Skype account in your browser.
- If you are not logged in, enter your email address or mobile number, click Sign in, and enter the password to continue.
- Since September 2017, Skype web calls cannot be made via Firefox. You can use Skype web calls via Google Chrome, Internet Explorer, Microsoft Edge, and Safari.
Step 3. Click the caller icon
This icon is a few rows of dots and is on the left side of the page, just below the name and the " Search Skype " box.
Step 4. Enter the country code
Type + followed by the country code. If you're calling your own cell phone in the United States, for example, type +1 here.
If you don't know your country code, click Choose country/region (select country/region) at the top of the page, then click the country name.
Step 5. Enter the phone number
Type in the number for your cell phone.
Step 6. Click the phone icon
This icon is a white telephone receiver on a blue background in the upper right side of the page.
Step 7. Click Install Plugin when prompted
It's a green button in the middle of the pop-up window.
If you're using Microsoft Edge, skip until the "Wait for your call to connect" step
Step 8. Install the Skype extension
Click button Add Extension green, then click Add extension when requested. The Skype Calling extension will be installed in your browser.
Step 9. Click Get Plugin
Here's the green button in the middle of the page. Click it to start downloading the installation program to your computer.
Depending on your browser settings, you may need to confirm the download or select a location before the file starts downloading
Step 10. Double click on the installation file
This step will install the Skype plug-in in your browser.
Step 11. Click Call
It's a blue button in the middle of the window. Click to continue the call.
Step 12. Wait until your call is connected
Provided you have sufficient balance in your Skype account, the call will connect within a few seconds.
