Your iPad can access the internet over a wireless network or through a cellular data plan. If you are connected to a wireless network, you will not be charged for browsing the internet (unless the particular hotspot you are using charges a fee for access). A cellular data plan will charge you, but you can access the internet anywhere if you have a cellular signal.

Method 1 of 2: Joining a Wi-Fi Network
Step 1. Open the Settings app
Tap the Settings app on your iPad's Home screen. If you can't find the Settings app, scroll down and type "Settings" in the Search bar.
Step 2. Tap "Wi-Fi"
This is usually located at the top of the list of options. Make sure the Wi-Fi slider is in the ON position. The slider will be green (iOS 7) or blue (iOS 6) if enabled.
Step 3. Select a network
A list of available networks will appear under the "Wi-Fi" switch. Tap the network you want to join.
If the network you want to join is not in the list, make sure that you are within range of that network and that your device is configured correctly
Step 4. Enter the password
Most networks are locked, so you will be prompted for a password before you can connect. If you do not know the password, ask the network administrator. If you have forgotten your own wireless password, see this guide.
Step 5. Test the connection
After entering your password, iPad will attempt to connect to that network. If your iPad is already connected, you'll see a Wi-Fi symbol appear in the upper-left corner of the screen. Open Safari and try to open a site.
Method 2 of 2: Joining a Mobile Data Network
Step 1. Make sure your iPad is compatible
Only certain iPad models can connect to a cellular data network. Your iPad should be able to accept SIM cards.
Step 2. Sign up for a compatible data plan
Once you're sure that your iPad supports cellular data networks, you'll need to sign up for an iPad data plan. Not all carriers provide it, so visit a mobile operator outlet in your city to check your options.
Step 3. Insert your SIM card
You must insert the SIM card you received from your mobile data provider in order to connect to the network. You can ask the seller to insert the card, or you can read this guide.
Step 4. Open the Settings app
Tap the Settings app on your iPad's Home screen. If you can't find the Settings app, scroll down and type "Settings" in the Search bar.
Step 5. Tap on "Cellular Data"
This is usually located at the top of the list of options. Make sure the "Cellular Data" slider is in the ON position. The slider will be green (iOS 7) or blue (iOS 6) if enabled.
Step 6. Tap "View Account"
On the next screen, tap on “Set Up New Account”.
Step 7. Enter your account information
You must enter your name, phone number, account login information, and billing information. Your mobile data provider will provide you with account login information.
Step 8. Read and accept the terms
After configuring your account, you will be shown the terms and conditions for your data plan. Read the agreement and then tap "Agree" to continue.
Step 9. Confirm your settings
You will be shown an overview of your account settings. Review the settings to make sure you've filled in everything correctly.
After confirming your settings, you will be notified that your data plan has been activated. This could take a while
Step 10. Decide whether you want to enable data roaming or not
If you are outside your cellular network, you may still be able to get a data signal. Usually this service will incur additional fees, so activating Data Roaming you should only do if you AGREE to pay the additional fee.
