The perfect Pokémon can beat anyone. You'll need to plan what type of Pokémon you'll need, how best to catch them, and how to train them. You might even consider breeding your Pokémon to get certain moves that can only be obtained this way.

Step 1. Make a plan
Plan the type of Pokémon you want. Perfect Pokémon will know moves that can overcome their weaknesses while fighting normally with other Pokémon. Use a Pokémon book or online guide to research different types of Pokémon and find the species you want.
Step 2. Catch and get Pokémon
Look for tall grass or water. Look for people in the game who want to barter. This is the best way to get rare Pokémon. Trade with friends who have Pokémon games, especially ones that are the opposite of yours. This way, you can get Pokémon that you can't get by normal means. For example, if you have LeafGreen and want a Tyranitar, find someone who has FireRed! Pokémon's nature is also very important. If you want to prioritize your starter Pokémon, save the game and repeat until you get the most suitable nature. (This also needs to be done with other Pokémon. However, since the natures that Pokémon acquire are determined randomly, this is more difficult to do with starter Pokémon!).
Step 3. Do the EV-train
Get all status-boosting items with Vitamins such as Protein. Don't give your Pokémon unneeded Vitamins. Vitamins will add 10 EV points to the status up to a maximum of 100 EV. This is where the EV-train comes into play. EV aka Effort Value is a stat modifier that increases various stats according to the Pokémon defeated in battle. For example, defeating a Pidgey will add +1 EV Speed points, while Staraptor will give +3 EV points to Attack. Every 4 EV in one status equals 1 actual status point. In addition, each Pokémon is capable of having a maximum of 510 EV points with a maximum of 255 EV points per stat. Since 510 and 255 are not divisible by 4, if you want to maximize one state, just give 252 EV points. Take advantage of EVs and practice the stats you want to increase by fighting Pokémon that give the correct EV points.
Step 4. Use logic or the internet to find out what kind of points a Pokémon gives out
Flying type is usually fast (Speed), Rock type is very sturdy (Defense), etc. Pokémon that have not evolved, or will not evolve at all will give 1 EV point. Stage 1 evolutionary Pokemon give 2 EV points, and Stage 2 evolution Pokemon and Legendary Pokemon will give 3 EV points. Items such as Macho Brace will double the EV gained from combat. In addition, the very rare Pokerus, will also double the EV points earned.
Step 5. Maximize IV
IV or Individual Value is also very important. Perhaps you've noticed that each Pokémon has a different stat, even if it's the same type and nature! This is due to the numbers called Individual Value. Unlike EVs, IVs cannot be changed after receiving a Pokémon. These numbers have a range of 0-31 which indicates the quality of the Pokémon's stats. 0 is the weakest and 31 the best. Basically, Pokémon receive an extra 31 points for each stat, which is essential for a Pokémon to be strong. The best way to get a perfect IV is through breeding. Breed two male and female Pokémon that have good IVs. However, since this section is quite long, please search Google, Smogon, Serebii, or Bulbapedia until your question is answered. You can win all the Pokémon games with 6 Magikarp so this might not have much effect on you.
Step 6. Teach Pokémon moves
Know your weaknesses and teach moves that can be used to perform Super Effective (very effective) attacks against your opponent. Try teaching super powerful moves like Earthquake. Give a move that matches the Pokémon. It should be noted, if the move is of the same type as the type of Pokémon that uses it, its power will increase due to receiving the Same Type Effect Bonus or STAB.
Step 7. Level up the Pokémon
Level up to 100! Simple and straight to the point. Depending on the game you're playing, it's likely that you shouldn't use Rare Candy until level 100 so you don't lose your chance to get EVs. You lose 126 status points if you use Rare Candy up to level 100. To be safe, make sure you complete the EV train before reaching level 100 (EV-training is done by fighting Pokémon and gaining EXP so they can both go one way).
Step 8. Breed Pokémon
Some special movements can only be learned through reproduction. For example, if you have a Light Ball, enter the male Pikachu/Raichu and the female Pikachu/Raichu holding the Light Ball in Daycare. Pichu who is born will know Volt Tackle.
Tips
- Try catching Chansey or stealing an item called Lucky Egg. This item increases EXP from combat and wild Chansey usually holds it when encountered in battle. (Safari Zone - FR&LG)
- Pokémon that are traded with other trainers are much better for training. They gain more EXP from fighting.
- If your Pokémon can learn a move like Thunder, Fire Blast, Blizzard, Frenzy Plant, Hydro Cannon, or another move that has an attack power of 120 or more, you should replace it. This move is powerful, but the accuracy is only 80% and the PP is low. better use Thunderbolt, Flamethrower, or Ice Beam for elemental attacks.
- If you're maxing out a Pokémon's level and still want to EV-train it, you can use the Box Trick in R/B/Y and G/S/C. To do this, save the Pokémon in the computer system and retrieve it, which will give the Pokémon a stat increase. In B/W and B/W2, EV is given when earned so this problem is completely solved
- Here are some of the Pokémon that can do it (Nonlegendary): Tyranitar, Aggron, Dragonite, Togekiss, Blissey, Snorlax, Kingdra, Salamence, Flygon, Garchomp, Lucario, Rhyperior, Electivire, Magmortar, Pokémon Starter, and others.
- The chances of getting a Pokérus are rare, but very useful. However, don't search for it on purpose because it will only waste time and make you bored.
- Pelipper often holds a Lucky Egg. Use a Thief or other item-stealing move to get it (or, just catch that Pelipper).
- While breeding Pokémon, nature can be inherited. Give Everstone to a female Pokémon and if the parent has the Bold trait, the offspring will also have the same trait. You can also get egg moves. If you breed a female Bunnaby with a male Bidoof that knows Rollout (egg move), the newborn Bunnaby also knows Rollout.
Warning
- Never catch a glitch Pokémon. This Pokémon can damage other games and cause permanent damage to your game.
- While technically you can catch almost any Legendary Pokémon (labeled “Uber”) and train it normally, other people will scorn you for using a super-powerful Pokémon that has Legendary status.
