A tutu skirt is a beautiful costume choice and can turn an ordinary look into a fun one. Buying a ready-made tutu skirt is quite expensive, and making your own is actually so cheap and easy. You can try making a tutu skirt with or without stitches, as described below.

Method 1 of 2: Making a Seamless Tutu
Step 1. Buy tulle
Usually the tutu is made of tulle or other stiff and lightweight fabric. You can choose any color, but make sure it is about 127.0–203.2 cm wide and about 0.9–2.7 m long, depending on the height of the tutu wearer. You will also need a roll of ribbon in a color that matches the chosen fabric.
Step 2. Take the wearer's body measurements
Use a sewing tape measure to measure your waist (the smallest part of your torso) or a point slightly lower than your waistline and record the measurement. The waist of the tutu will fall at this point, so make sure you measure correctly.
Step 3. Cut out your ingredients
Use your waist measurement to find out the length of the ribbon. Add 12.7–25.4 cm to the length of the ribbon to tie the tutu later. Spread out the tulle, and cut it vertically into strips 5, 1–15, 2 cm wide. For a larger, fuller tutu skirt, use chunks of thicker tulle. For a slightly slimmer tutu skirt, use thinner pieces of tulle. The number of tulle strips you cut will vary depending on the width of the wearer's waist and how thick the tulle strips are.
Step 4. Attach the tulle to the ribbon
Take a piece of tulle, bend it in the middle and then push one end of the ribbon to create a loop. Thread the ribbon into the loop then thread one end of the tulle piece into the loop and pull it so that it creates a knot on top of the ribbon.
Step 5. Continue adding the next pieces of tulle
Add new pieces to the ribbon and push them against each other, to create a bulging effect. Continue adding the next pieces of tulle, pushing them against each other, the pieces of tulle filling the entire length of the ribbon except for a few inches at each end, as these ends will be used to tie the tutu skirt.
Step 6. Show off your new tutu skirt
Wrap the ribbon around your waist and, voila! Your tutu skirt is finished. Have fun putting on your beautiful new skirt and showing it off all over town or wearing it as a costume.
Method 2 of 2: Sewing a Tutu Skirt
Step 1. Select the tulle fabric as desired
To sew a tutu skirt, you can use a piece of fabric cut into strips or a roll of tulle ribbon. You can choose any color, and the amount of material you need will depend on your waist size. You'll also need an elastic band about 2.5 cm or smaller in width.
Step 2. Take your body measurements
Wrap a sewing tape measure around the waist or at any other point of the circumference you want. Make sure that the measurements taken are not too loose, because a tutu skirt that is too loose will look weird.
Step 3. Cut out your fabric
If you are using a tape measure of tulle, spread it out and cut it into strips about 7.6 - 15.2 cm wide. The wider the cut, the fuller your tutu will look. If you are using a bunch of tulle ribbons, cut them into sections between 127-203.2 cm long. Each of these tulle strips will be bent in half, so half the length will be the length of your tutu skirt. Cut the elastic to your waist measurement.
Step 4. Sew the tulle
Fold each piece of tulle in half over the elastic. Sew straight with a sewing machine to join the two ends of the piece just below (but not at the point) of the elastic.
Step 5. Continue adding the next pieces of tulle
Place all the tulle strips that you have prepared along the waistband and arrange them so that the collection of tulle strips looks slightly puffy. You may need to prepare a few extra tulle strips, in case you still need them.
Step 6. Work up to the end of the waistband
After the waistband is filled with pieces of tulle, sew the two ends of the waistband in a zigzag stitch using your sewing machine. Arrange all the tulle strips to spread evenly around the waist, and the tutu skirt is done! Enjoy your beautiful new tutu skirt, and enjoy showing off your sewing skills.

- Another way is to sew a bunch of tulle directly to the waist of a stocking or to the bottom of a tight-fitting shirt.
